# World Teachers' Day in light of UNESCO-ILO recommendations.

Teachers play an important role in building the country and nation by transforming people into educated and skilled manpower. That is why in our society the place of teacher is after parents. Parents give life to the child but the teacher illuminates him with the light of a better life. It is true that parents meet the physical and practical needs of the child. However, the teacher does the job of making him polite, elegant, polite and knowledgeable. As the student's mental philosophies develop under the touch of an ideal teacher, he becomes a good hearted, humble, benevolent, creative best man.

Since the dawn of creation, teachers are indispensable in society for the progress of human civilization. In the context of the end of the World War in 1945 AD, the general session of UNESCO in 1947 AD felt the need to formulate an educational charter related to the teaching profession. Thereafter, in Article 26 of the United Nations Universal Declaration of Human Rights in 1948, education is a fundamental right and its importance in personality development is reiterated. In the context of the declaration, the World Teachers' Association was formed in 1952 to promote the equal rights of the teaching community. In 1958, an important proposal was made by the International Labor Organization in a meeting of experts to solve the social and economic problems of teachers. Following this, the historic UNESCO-ILO Recommendation-1966 on the duties and rights and dignity of teachers was made at the special intergovernmental conference held in Paris on October 5, 1966. Organized in 13 chapters and containing 146 sections and sub-sections, this document identifies the teacher as the best tool for building the country, society and nation, and clearly outlines the social, economic and political rights, dignity and responsibilities of the people involved in education.

In order to implement human rights, it is imperative that UNESCO-ILO recommendations are properly implemented in every country, including Bangladesh, which is a member of the United Nations. ÔEducation International, an organization representing the world's teaching community based in Belgium, was established in 1993 as a coordinating organization to implement the recommendations of UNESCO-ILO. Õ The day of formulation of the recommendations on the dignity and responsibility of teachers, the official declaration of October 5 as World Teachers' Day. ÔEducation InternationalÕ requested UNESCO for the donation. As a result, according to the decision of the 26th session of UNESCO held in Paris in 1994, the then Director General of UNESCO Dr. The historic October 5 World Teachers' Day was declared by Frederick M. Mayor. The appeal of this day is very deep. On the one hand, the day is celebrated by organizing entertainment programs, exhibition matches, various competitive programs, musical performances etc. with the aim of creating harmony and harmony among all levels of teachers, students, parents and people related to education in a festive atmosphere. Similarly, on this day, it is the responsibility and duty of the teachers' society to stand by the side of the sick and endangered teacher and express sympathy, sympathy and compassion. Apart from this, the day is celebrated to evaluate the professional success and failure of teachers through discussions, dialogues and critical meetings to determine the way to take next steps to develop the quality of education and achieve their own status. To shed light on the duties and responsibilities of a teacher, first of all it has to be said that teaching is not just a job but teaching is a great profession and a vow. From time to time, the teacher has burned the island of knowledge, wasted and given away his store of knowledge. But never asked what he got in return? The great spirit and understanding of igniting the light of education inspired him to fulfill the sacred duty of teaching. For this he has to sacrifice his whole life, struggle but he does not deviate from ideals. It is the responsibility of the teacher to make the students interested in learning, to make them diligent, diligent, inquisitive and inquisitive. The teacher will teach in the classroom with such integrity and dedication that the student no longer needs a tutor or separate coaching. It should be remembered that the teacher's own behavior should be consistent with his speech.

Now the question is how much do we teachers care about this great profession? How devoted? How sincere? In addition to these questions, the question comes again, how helpful are the surrounding conditions and environment in fulfilling the responsibilities and duties of the teacher? It should be seen again that the best people of the country, the teachers, have received their deserved rights and dignity? What are you getting?

In fact, even after half a century of independence, the inconsistent public and private discriminatory education system of the British colonial era is still the barrier to quality education. Moreover, as the education policy suitable for an independent country has not yet been implemented, as a result of a disorganized education program without direction, without coordination, recruitment trade and admission trade etc. are going on which is very sad. Private educational institutions meet the needs of more than 95 percent of the students in the country's education system, but they are not guaranteed the facilities they deserve in any case in terms of education administration and management. Again, teachers employed in private educational institutions do not have the same salary, employment rules, employment policy, financial security opportunities for retirement life as government teachers-employees, and even training and research opportunities for increasing professional skills. As a result of the formation of educational institution management committees with political figures, due to politics and factionalism in the educational institution, the fair environment of education is destroyed and teachers do not have job security. There are even sad incidents like teachers being assaulted. For this, management committee system in private educational institutions should be abolished and similar rules and regulations should be introduced for the management of public educational institutions. However, it is the constitutional responsibility of the government to provide uniform salary, job security and other facilities to the people engaged in the education service of an independent country to lead a simple and beautiful life with their families. The theme for this year's World Teachers' Day is 'We Need Teachers to Educate: Tackling the Global Teacher Shortage'. To brighten the future days of the teaching profession, we need to attract emerging talent and talent. That is why the teaching profession has no room for neglect, rather it has been called to give utmost importance.  

Finally, to improve the quality of our education, there is no alternative to the nationalization of the entire education system to remove the discrimination between the government and the private sector. Therefore, the government will nationalize the education system in a well-planned phased manner with the aim of ending public and private discrimination in the light of the recommendations of UNESCO ILO, I hope this on World Teachers' Day.
